For the Inaugural Hampton Roads/Tidewater Washington Breakfast Club, we’re pleased to welcome Dr. Russell Richards and Captain Ray Rodriguez, USN of U.S. Joint Forces Command (USJFCOM)

U. S. Joint Forces Command (USJFCOM) is one of nine combatant commands in the Department of Defense, and the only combatant command focused on the transformation of U.S. military capabilities.

Among his duties, the commander of USJFCOM oversees the command’s four primary roles in transformation – joint concept development and experimentation, joint training, joint interoperability and integration, and the primary conventional force provider as outlined in the Unified Command Plan approved by the president.

The doors open at 7:30 AM for registration and networking with a hot buffet breakfast being served at 8:00. Each attendee will be given the opportunity to introduce him/herself and his/her company. Following this our speaker will present their program and we will turn it back over to networking following any questions there may be.

The cost of the event is $30.00 for prepaid registration and $45 at the door.

The American Council For Technology to Host Gala to Support Disabled Troops

The gala will benefit homes for disabled troops. This black tie event will be in support of the group “Homes for Our Troops”. The organization assists returning service men and women who have serious disabilities and injuries related to their military service. Re-vitalizing Certification and Accreditation in the IC and DoD Initiative

June 7, 2006 – Today the DNI CIO established a Public Forum to stimulate dialog and the exchange of ideas in support of the Re-vitalizing the Certification and Accreditation processes. The Public Forum is a mechanism for individuals to post ideas, solutions or approaches for certifying and accrediting systems, applications and services, while balancing the need-to-share with the need-to-protect intelligence information.

This Public Forum is open to all individuals interested in identifying ways to re-engineer the current processes. The DNI CIO welcomes commentary from the best minds in business- from small businesses to large corporations – academia and government. All you need is a current web browser and you are there. President Bush and Prime Minister Blair Hold Joint Press Conference

President George Bush and Prime Minister Tony Blair met to discuss Iraq’s new government on Friday. According to Bush and Blair, the new government in Iraq is leading to new beginnings for the country. The country recently held their first democratic elections. The leaders reaffirmed their committments to working together in assisting the new democratic Iraq. Both Bush and Blair have faced criticism over their decisions concerning Iraq. WMD’s were alleged but never found in the country. However, both leaders and many critics believe that the removal of Saddam Hussein has been one of the best outcomes for the war torn country. Though Iraq seems headed toward a democratic government, the violence of car bombings, IEDs and suicide attacks continue. Several US and British soilders have been killed in Iraq. The two leaders reflected on this as well as the fact that everything has not gone as smoothly as predicted in the country’s quest for democracy. As the leaders discussed the lessons learned from Iraq, they also took questions from reporters. In closing, both leaders reflected on their belief that democracy will ultimately take hold in Iraq and quite possibly spread to other countries in the middle east.

Hayden Confirmed as New CIA Director

General Michael Hayden will be the next head of the CIA. Hayden is currently the Deputy Director of National Intelligence. A military officer has not been head of the CIA in 25 years. Hayden is the former head of the NSA where he oversaw the nation’s eavesdropping program. The debate over the Bush Administration’s warrantless phone tapping program is still a hot button issue in Washington. Many experts believe that Hayden is the most qualified choice for the CIA position despite the controversy over the eavesdropping program. The CIA has been plagued by recent scandals and allegations. Hayden is expected to help calm the waters as far as some of the recent scandals and controversies are concerned.

Security Clearances Resume

On May 16, the DSS partially resumed processing of contractor security clearances. The DSS suspended the program nearly one month ago due to overwhelming demand and a $100 million dollar budget shortfall. The hault in security clearances alarmed many government contractors who filed a complaint with the DOD. The agency has secured funds to process Secret level clearances. DISCO will begin processing TS and periodic reinvestigations for both types of clearances upon receipt of additional funding. Maybe additional funding will be a viable solution to the problem. Maybe the DSS will be able to hire additional personnel in the future to help avoid the problems the agency is now facing. I would not mind a career with the DSS myself. Perhaps the agency will put out a RFI like some other government agencies and see what solutions and ideas might work.

DOD Contractor Security Clearances Could Resume

The defense industry is a buzz once again over the issue of contractor security clearances. Congress recently passed a bill which will allow the DSS to resume contractor security clearances. The Defense Authorization Bill prevents the DOD from revoking expiring security clearances when it fails to adequately plan for the volume of work. The house bill passed on May 11. The bill will now go before the Senate for a vote.

Protests Filed Over ITES-2S

Five companies have filed a protest of the Army’s recent $20 billion IT Enterprise Solutions 2 contract. BAE Systems, Multimax, NCI, Northrop Grumman and Pragmatics filed protests over the Army’s ITES-2S contract. ITES-2S is a consolidated IT contract. Services under the contract include Information Systems Security, Information Assurance, IT Services, consolidation, integration and program management. The Army plans to issue a RFP around May 15 for its second round of ITES contracts.

Who will be the next CIA chief?

According to most news outlets, Gen Michael Hayden will be the likely successor to Porter Goss at the CIA. Hayden is the former Director of the NSA, and currently serves as the Deputy Director for National Intelligence. The media is already a buzz over Hayden’s possible nomination to the post. Supporters contend that Hayden is the best choice for the post. However, critics argue that the longstanding rivalry between the Pentagon and the CIA could make it tough for Gen. Hayden to head a civilian agency like the CIA. The CIA has been in the news lately in regards to the Valerie Plame leak case and the leak case associated with ex-CIA Officer Mary McCarthy.
