People Soft Integrator Needed!

The U.S. Congress is seeking a PeopleSoft Integrator. The Integrator will be integral in the implementation of Oracle’s PeopleSoft financial management software. It is hoped that the new system will improve efficiency and manage core financial functions for the House. Bids are due by July 21.

Security Clearance Online Forum (Register Now!)

The Information Technology Associaton of America and FCW are holding an online security clearance forum. This free online event will be held on Monday June 26, 2006 from 2-3 pm EST. The forum will examine the Defense Security Services (DSS) recent decision to place a moratorium on contractor security clearances. FCW conducted a survey to determine how the moratorium has affected the defense contracting industry.

The Security Clearance Debate Continues

Industry officials are warning that the wait for security clearance processing may be a long one. The 2004 Intelligence Reform and Terrorism Prevention Act calls for faster turnaround times regarding security clearances. According to some intelligence agencies, request for clearance processing through the OPM can take 18 months or more to complete. OPM officials counter that they are within the timelines for processing most security clearances. However, some agencies have processed clearances in as little as 6 months. Agencies such as the NSA, CIA, Border Patrol, FBI and Secret Service amongst others process and grant their own clearances. So, the security clearance debate continues. How long will it take? Who will be affected? These are just some of the questions that come to my mind when I think about this issue. What questions or comments do you have?

Google Launches Government Search Portal

The online search engine powerhouse Google has launched a new government search portal. Though the new free website contains government information, it will not be affliated with the U.S. government. The site was designed as an informational resource for government agencies and the public. The site is similar to First.gov and offers many of the same features. Maybe it will assist the government in improving some of it’s services.

Enterprise Architecture & Info Sharing Drive Fed IT Sector

According to a recent market survey, Enterprise Architecture and Information-Sharing are “hot” sectors for the government IT sector. According to the survey, IT business opportunities will be increasing over the next 12 to 18 months. The majority of respondents said that Enterprise Architecture and Cybersecurity and Information-sharing would offer the most lucrative opportunities for businesses doing business with the federal government. Many respondents agreed that many of these opportunities would come from government-wide acqusition contracts and multi-award contracts.

Contractors Concerned About Security Clearance Processing

A recent survey revealed that many government contractors agree that the need for cleared personnel has increased in recent years. A recent moratorium on contractor security clearances by the Department of Defense (DOD) caused an uproar amongst many IT and defense contractors.

 According to the survey, many contractors believe that the security clearance process  run by the DSS and OPM has not kept up with the pace of the requests for clearance processing. Contractors are worried that the current process takes to long. Other contractors believe that the process has not improved in the past year. Some contractors have indicated that they are willing to pay a fee to speed the clearance process along. This issue has created a winfall for some cleared candidates who are being paid huge salaries and offered bonuses or premiums to work for contractors.

8(a) firms found opportunity after 2005 hurricanes

Small businesses won several federal contracts related to the hurricane Katrina relief efforts. Many small IT firms performed contract work for the Army Corps of Engineers. Many of the companies plan to continue working with the agency as the relief efforts and reconstruction projects continue. The SBA Small Business Office was instrumental in assisting many gulf region small businesses win contracts.

How small businesses weathered the storms
Several small businesses in the Gulf Coast region that earned additional revenue during the 2005 hurricane season say they are ready, if needed, to repeat their successes in 2006.Here are a few of the ways they got new federal business in 2005:

 

  • A sole-source contract from the Small Business Administration’s 8(a) program to a local company identified by contract specialists.
  • A competitively awarded set-aside contract for small businesses.
  • A work order on an existing contract with the Army Corps of Engineers.

DISA wants assistance in attacking insider IT threats

The Defense Information Systems Agency (DISA) seeks solutions to possible insider threats to DOD Information Systems. According to DISA experts, insider threat tools would enhance network security. DISA wants IT tools which can detect and analyze security breaches or abnormalities. The due date for RFI responses is July 5.

NASCIO issues brief on public-private IT partnerships

The National Association of State Chief Information Officers has released a brief on public-private partnerships with specific suggestions for companies working on IT initiatives with states. The brief offers “dos and dont’s” for companies interested in pursuing state IT projects. The brief lays out “best practices” in the field and offers suggestions for information concerning future partnerships and projects.

Employees may pose greatest IT security risk

An employee of the VA was recently responsible for a breach of security which may have exposed the personal data and information of millions of veterans. According to a recent Federal Times article, IT security breaches by employees may be more widespread than breaches by hackers or criminals. A recent GAO report criticized several agencies for their lack of controls concerning the handling of personal data and information. Many experts believe that new policies and procedures must be implemented in order to safeguard sensitive information.
