“Architecture for Change” is an interesting and stimulating article written by Patrick Chisholm for the online edition of Military Information Technology. The focus of this article is the military’s increasing use of IT (Information Technology) to further develop and maintain existing military systems and designs. The author cites the submarine as one such example of the military’s use of innovative new technologies. In an effort to make submarines quieter, the military has implemented a COTS program called A-RCI (Acoustic Rapid Commercial Insertion). A-RCI provided the military with a cost effective and time efficient solution to a technological challenge. Mr. Chisholm also suggests that this is an example of the incorporation of OA (Open Architecture) into military programs. The author goes on to state that such innovations are a direct result of the military’s SBIR (Small Business Research Innovative) program that encourages small businesses to develop and provide solutions to military technical problems. The article further stipulates that the SBIR program supports the existence of small businesses and further develops partnerships between small businesses and the government.
