According to this years Digital Government Achievement Awards, here are some of the most useful government IT applications.
Montana Tankhelper is a site that helps manage underground storage tanks. “Tankhelper is a much more useful tool than a three-ring binder of information stuck on a shelf in a service station somewhere, especially since if tank systems fail, cleanup and resulting liabilities can cost millions” said Todd Sander at the Government Technology Conference in Albany, N.Y. The site has information on why tank systems fail, as well as deadlines, forms, due dates etc. “It is a really good example,” said Sander, “of taking a bureaucratic regulatory process and making it friendly and easy to use.”
Maryland’s Economic Development Portal. Important information on how businesses decide to locate. The search begins quietly, mostly online, checking various locations to see what kind of information is available, and rather quickly eliminating or shortlisting locations based on what is found. Maryland — seeking to attract business — put information online about infrastructure, taxes, available properties, etc. It’s all in one place and takes what is already known how to do, and focused it on a community of interest to give Maryland a competitive advantage.
The Federal Government’s grants.gov aggregates $400 billion annually in grants and presents it coherently, which is a major leap forward. The site is easy to navigate, and solves the problem of grants going unused because they were difficult to find, or fraught with unknown deadlines etc.
Oakland County Michigan’s Video Arraignment and Document Management System connects courts, administration, jails, police departments and other law enforcement agencies on a common network. The network reduces the need to transport prisoners for arraignments and other appointments. Reduced security concerns, personnel costs etc. The system contains calendars and schedules, the video recordings are transferred to the record, and digital signatures and time stamps handle legal issues and non-repudiation.
Seminole County, Fla., Emergency Whiteboard. This is just a very simple way for sharing information in managing any kind of disaster. This site contains lots of information, from how to donate blood, where to find tents, etc.

Fort Meade Expansion Ignites Fears – washingtonpost.com
I actually live close to the expansion area and generally think this is positive. One thing that the planners and developers need to ensure is that they make the Arundel Gateway development mixed use. This would definitely alleviate some of the traffic concerns. If there is housing, office and retail within 1 mile, then you really don’t need a car and naturally don’t have to be in traffic so much.
So what would you think if this were happening in your neighborhood?

Lewis Shepherd Bio 2006
Mr. Shepherd has had an impresive career so far! From his Bio, it states that Lewis Shepherd is currently (Senior Executive Service / Defense Intelligence Senior Level) the DIA Senior Technical Officer and Chief, Requirements & Research Group (R²). It further states that Lewis Shepherd leads R&D (research and development) for next generation
technological solutions for the Defense Intelligence enterprise comprising DIA and the Department of Defense Intelligence Community.
Very cool! Can you imagine if other IC execs did the same thing? How’s that for being open? Way to go Mr. Shepherd! Now, all he needs is a public blog!

Annual Defense Spectrum Summit 2006

The Office of the Assistant Secretary of Defense for Networks and Information Integration and the Joint Staff Director for Command, Control, Communications, and Computer Systems are again cosponsoring the annual DoD Spectrum Summit. This year’s event titled: “Spectrum Transformation: Full Partnership” is scheduled December 4, 2006 through December 8, 2006. The conference will be held in Annapolis, Maryland at the Doubletree Hotel. A Classified Panel is scheduled for Wednesday afternoon, December 6, 2006, at the nearby ARINC facilities. This year’s event will underscore the importance of our community working together to identify and manage the critical spectrum requirements both within the military community, as well as those within the broader domestic and international arenas. The conference provides an opportunity for a useful and up-to-date exchange of information between representatives of industry, academia, government, the members of our military services and the international community. Broad U.S. and international participation is encouraged and solicited.
The purpose of the annual Defense Spectrum Summit is to provide a forum for the Federal community, the International community and industry to discuss issues and share ideas for solutions – either policy or technical. The summit is designed to bring together these diverse stakeholders to focus on the urgent need for improved management and use of the electromagnetic spectrum which will lead to greater access when required. Bringing together senior leadership and other government, industry and international stakeholders provides an opportunity to elevate these critical spectrum access issues and to propose solutions and develop, at a high level, an agreed upon strategy and action plan for the coming year.
The first two days are DoD closed sessions being led by the JS to focus on operational issues.
This conference is to provide an opportunity for participants to discuss DoD, FCC, Department of Commerce and Industry perspectives on spectrum management policy, requirements, and research & development and to learn about international innovations in spectrum engineering. There will be a unique opportunity to interact and network with representatives from all branches of the military, federal government agencies, manufacturers/contractors, and technology service providers.

Sen. Tom Coburn a junior Republican senator for Oklahoma and chairman of the Homeland Security and Govermental Affairs Subcommittee on Federal Financial Management, Government Information and International Security. Coburn has made it clear that he will be paying attention when the president proposed $64 billion for IT alone in his fiscal 2007 budget proposal.
Because Coburn is one of the driving forces behind the so-called “Google of Good Government Act” legislation that would require Office of Management and Budget to establish a searchable datebase tracking all kinds of federal spending, most in the federal IT community are familiar with his interst.
The House approved the bill last week.
Between the bill and a recent hearing on OMB’s IT project management watch lists, Coburn made it clear that he will expand his focus on IT.

The GIG IA Architecture is fundamental to the enabling of information sharing and collaboration, and the protection of the information infrastructure. In order to be successful, it is necessary to:
- Educate the IA workforce on GIG Enterprise IA Strategy to establish a common understanding of the key strategies and concepts.
- Understand that Systems Engineering is Architecture Driven and Distributed across the Enterprise, Programs and Solutions.
- Involve broad Community IA Expertise.

Dr. Fingar speech at DISCo
It is great to see that some senior DNI leaders are getting with their endorsement of Intellipedia, the IC wiki based on the same software as Wikipedia. Imagine that! Creating National Intelligence Estimates in a collaborative online fashion that everyone has access to. The Wisdom of Crowds at work.
So will it work?

The Security Standard
This particular conference is geared toward commercial security senior security professionals, but I thought I post it here anyway because I know the government could learn a thing or two from the commercial world on how to manage security.
It is on Sep 6-7 so I know it is pretty short notice. If you make there, let me know how it goes…
