Are you a small business? Do you want to work with the Department of Homeland Security? DHS offers small business vendor outreach sessions to assist small businesses that are interested in contracting with DHS. The 15-minute informational sessions allow small businesses to present information concerning their services and capabilities to a DHS small business specialist. They can also learn of potential procurement opportunities within DHS.

The Acquisition Advisory Panel has recommended that the GSA adopt a new IT services contract schedule and expand the DOD rule of three to the rest of the government. The new schedule would supplement the existing GSA schedule with professionals services. The prices for such orders would be based on competition instead of posted rates. This was just one of ten recommendations proposed by the panel.

A recent government report slams the IT security at DHS. The report cited the agency’s lack of IT contract oversight as one of the major security issues facing the agency. In addition, the report pointed out that RFID devices collected information that was not configured properly and thus vulnerable to security gaps which could lead to the release of sensitive data and information. However, DHS officials differed with the GAO report and stated that steps to resolve security concerns have already been enacted to ensure that DHS data and information remain safe.

OPM has announced that it will be relaxing hiring rules for agencies hiring in nonemergency situations. This initiative will allow the government to hire retirees and allow them to avoid a reduction in their salary. OPM has devised a plan where agencies will be allowed to hire retirees on a case-by-case basis to meet recruitment efforts in critical areas. Some government agencies currently are allowed waivers under a similar program. DNI has designated a National Intelligence Reserve Corps to temporarily hire retirees in case of certain national emergencies.

A recent Washington Technology article examines the SBA’s claims that small businesses won a record number of contracts in 2006. The article points out that the claims may just be smoke and mirrors. The DOD is expected to increase the number of contracts awarded over the next few months. Many of the contract opportunities are in the Information Technology sector. Competition in the defense contracting arena is fierce and the government will focus on strong IT companies that have a proven track record. Some argue that this could be a drawback to smaller IT firms attempting to bid for DOD contracts. However, many government officials argue that there will be plenty of opportunities for small business firms under the umbrella of bigger contracts reserved for large prime contractors.

The DSS has resumed processing contractor security clearances. The agency had previously placed a moratorium on processing contractor security clearances in the last couple of months. Security clearances were resumed in May on a case-by-case basis and the agency was only processing exisiting cases. However, the agency recently announced that it has resumed processing contractor security clearances as of this month.

The DOD recently released a report which advocates the use of open-source software. This might allow the DOD to be more flexible and efficient when it comes to the work being performed. The recently released report finds that this new initiative will be extremely helpful in terms of the DOD procurement process.
