GCN: Intel agencies going to ‘war’ over IT security
One quote from the article I found interesting: “[Dale Meyerrose, DNI/CIO] said his office was given the challenge of leading the federal effort to prepare for the Avian Flu. His office helped set up three portals — for top-secret, secret and unclassified data. The secret and top-secret portals were set up in two weeks, but the unclassified portal took six months.”
This definitely great news, but why have 3 portals? (It is easy to imagine that there is probably redundant data on all 3 portals.) Why not just create one portal that has classified and unclassified data? People could gain access to it based on their security clearance. So that a person that doesn’t have clearance can access only the unclassified stuff and the person that has a top secret clearance can access everything.
Do you think this is doable? What would it take?

Intel agencies going to ‘war’ over IT security
Just saw this article on GCN and found some things particularly interesting… Dale Meyerrose, the DNI/CIO, stated: “We haven’t updated our security policy since 2001,” he said. “It took three years to write and four years to get approved. We will do this in 11 months.”
Can you imagine that? What if the business world worked that way? I bet commercial companies work create policies in less than a month. How does Google or Bank of America do it? Maybe the IC should be talking to them…

U. S. Joint Forces Command (USJFCOM) is one of nine combatant commands in the Department of Defense, and the only combatant command focused on the transformation of U.S. military capabilities.
Among his duties, the commander of USJFCOM oversees the command’s four primary roles in transformation – joint concept development and experimentation, joint training, joint interoperability and integration, and the primary conventional force provider as outlined in the Unified Command Plan approved by the president.
The doors open at 7:30 AM for registration and networking with a hot buffet breakfast being served at 8:00. Each attendee will be given the opportunity to introduce him/herself and his/her company. Following this our speaker will present their program and we will turn it back over to networking following any questions there may be.
The cost of the event is $30.00 for prepaid registration and $45 at the door.

According to this years Digital Government Achievement Awards, here are some of the most useful government IT applications.
Montana Tankhelper is a site that helps manage underground storage tanks. “Tankhelper is a much more useful tool than a three-ring binder of information stuck on a shelf in a service station somewhere, especially since if tank systems fail, cleanup and resulting liabilities can cost millions” said Todd Sander at the Government Technology Conference in Albany, N.Y. The site has information on why tank systems fail, as well as deadlines, forms, due dates etc. “It is a really good example,” said Sander, “of taking a bureaucratic regulatory process and making it friendly and easy to use.”
Maryland’s Economic Development Portal. Important information on how businesses decide to locate. The search begins quietly, mostly online, checking various locations to see what kind of information is available, and rather quickly eliminating or shortlisting locations based on what is found. Maryland — seeking to attract business — put information online about infrastructure, taxes, available properties, etc. It’s all in one place and takes what is already known how to do, and focused it on a community of interest to give Maryland a competitive advantage.
The Federal Government’s grants.gov aggregates $400 billion annually in grants and presents it coherently, which is a major leap forward. The site is easy to navigate, and solves the problem of grants going unused because they were difficult to find, or fraught with unknown deadlines etc.
Oakland County Michigan’s Video Arraignment and Document Management System connects courts, administration, jails, police departments and other law enforcement agencies on a common network. The network reduces the need to transport prisoners for arraignments and other appointments. Reduced security concerns, personnel costs etc. The system contains calendars and schedules, the video recordings are transferred to the record, and digital signatures and time stamps handle legal issues and non-repudiation.
Seminole County, Fla., Emergency Whiteboard. This is just a very simple way for sharing information in managing any kind of disaster. This site contains lots of information, from how to donate blood, where to find tents, etc.

Fort Meade Expansion Ignites Fears – washingtonpost.com
I actually live close to the expansion area and generally think this is positive. One thing that the planners and developers need to ensure is that they make the Arundel Gateway development mixed use. This would definitely alleviate some of the traffic concerns. If there is housing, office and retail within 1 mile, then you really don’t need a car and naturally don’t have to be in traffic so much.
So what would you think if this were happening in your neighborhood?

From his Bio, it states that Lewis Shepherd is currently (Senior Executive Service / Defense Intelligence Senior Level) the DIA Senior Technical Officer and Chief, Requirements & Research Group (R²). It further states that Lewis Shepherd leads R&D (research and development) for next generation
technological solutions for the Defense Intelligence enterprise comprising DIA and the Department of Defense Intelligence Community.
Very cool! Can you imagine if other IC execs did the same thing? How’s that for being open? Way to go Mr. Shepherd! Now, all he needs is a public blog!
